Just Released! BART OIG Snapshot | Volume 02 | Issue 02
I am pleased to share the BART Office of the Inspector General’s (OIG) snapshot for the period of January 1 to March 31, 2025. My team and I remain committed to strengthening public trust and improving BART’s operations through independent oversight, transparency, and meaningful results.
This quarter, we completed nine investigations, including reviews of workers’ compensation fraud and gift-giving rule violations. While many of these reports originated as potential fraud cases, our findings more often revealed policy gaps and communication challenges—areas we can address to build a stronger system.
We continued making progress on several key audits. Reports on overtime, Link21, and construction contract change orders are now in final review. We also advanced our audit of BART’s workers’ compensation program, where early findings point to promising opportunities for cost savings and better performance.
In light of BART’s financial priorities, we adjusted our audit plan—postponing our review of employee compensation to instead focus on inventory management, where we see more immediate opportunities for impact.
Internally, we officially launched Missionmark, our new audit management system, and previewed a public-facing recommendation dashboard. We also refreshed our interview space to better support a respectful and calm environment for sensitive conversations, and we’ve enhanced outreach efforts by joining BART’s new hire orientation with a short intro video and helpful materials.
